College of Law Discusses the Effectiveness of the Council of Representatives’ Authority to Oversee the Work of Local Units in Iraq

The College of Law at Al-Nahrain University discussed the PhD dissertation entitled “The Effectiveness of the Council of Representatives’ Authority to Oversee the Work of Local Units in Iraq”, submitted by Alaa Adnan Qasim Laibi, a doctoral candidate in the Department of Public Law.

Significance of the Study

The significance of this study stems from the distinctive nature of the Council of Representatives’ authority to oversee the work of local units in Iraq and the questions it raises regarding the extent of its effectiveness in achieving the purpose for which it was established.

Its significance lies in examining the capacity of this authority to ensure legality and accountability while preserving the independence of local units. It also seeks to identify the shortcomings that limit its effectiveness, thereby contributing to the development of the legal framework and oversight practices.

Objective of the Study

The study aims to assess the effectiveness of the Council of Representatives’ authority to oversee the work of local units in Iraq by analyzing its legal framework, mechanisms, and practical effects.

It also seeks to identify the obstacles that prevent oversight from achieving its intended objectives, ultimately proposing the necessary remedies to enhance the effectiveness of this authority and achieve a balance between the independence of local units and the requirements of legality and accountability.
