Under the patronage of the President of Al-Nahrain University, Professor Dr. Ali Abdul Aziz Al-Shawi, and under the supervision of the Dean of the College of Law, Professor Dr. Firas Abdul Razzaq Hamza, and with the participation of Al-Alamein Institute for Graduate Studies, the College of Law at Al-Nahrain University held its fifth conference under the theme “The Security and Legal Implications of Climate Change” on Thursday, October 15, 2026. The conference brought together a distinguished group of academics, researchers, and specialists in the legal and environmental fields.
The conference aims to establish a sound legal and legislative framework for climate issues, review and develop national legislation relating to environmental protection and climate change mitigation in accordance with relevant international conventions and treaties, and analyze the security dimensions of climate change and its implications for national, food, and water security. It also seeks to examine mechanisms for reducing conflicts arising from the scarcity of natural resources.
Furthermore, the conference seeks to strengthen legal and environmental accountability by clarifying the principles of civil, criminal, and international liability for environmental damage, activating the role of regulatory authorities, and developing judicial mechanisms to combat environmental crimes and violations. It also aims to present practical legal insights and recommendations to policymakers and legislators, contributing to the formulation of sustainable national policies to address the adverse effects of climate change.
The conference reflects the College of Law at Al-Nahrain University’s commitment to supporting scientific research, promoting legal awareness of contemporary environmental issues, and strengthening academic and institutional cooperation among universities and specialized research centers. These efforts contribute to the exchange of expertise and the direction of scientific studies toward developing sustainable legal solutions to current climate challenges.
